<HTML>It looks to me like an engine from a steam steering gear. It is controlled with a piston valve throttle which can feed steam through the engine through either the "inlet" or "exhaust" manifold, thus the engine can turn either direction as needed. The engine valves are set to take steam full stroke, so it can run either way with equal facility. Of course, the efficiency is poor, but as it only takes steam while the rubber is being moved, it was not a problem.</HTML>
